Puget Sound partnership gets a new ports voice, and looks to update its agenda

Ports have a new voice at the Puget Sound Partnership at a time when the agency itself is retooling for the next phase in its ambitious mission to clean up Puget Sound before 2020.

 

Mark Wolken, a commissioner at the Port of Everett, was recently appointed to the Partnership’s Ecosystem Coordination Board.  The board provides policy recommendations based on goals set forth in the agency’s guiding document, the “Puget Mark-Wolken-PortraitSound Action Agenda.”

 

“Literally having a seat at the table directly benefits ports,” Wolken said.  “I am pleased to use my past experience in cleanups and habitat policy to provide sensible and economic approaches to the challenges we face in cleaning up Puget Sound.”

 

Since 1999, Wolken has consulted on several efforts seeking balance between environmental stewardship and economic opportunity.  Before launching his consulting business, Wolken served as Senior Vice President for Rabanco Companies where he developed and oversaw systems to responsibly transfer and dispose of solid waste. He also served as Economic Development Director to Everett Mayor Bill Moore.

 

“We are excited to have Commissioner Wolken serve as the voice of our public ports,” said Gerry O’Keefe, executive director of the Partnership.  “His knowledge and experience will strengthen our efforts to improve the economic, environmental and public health of the Puget Sound region.”

 

Wolken’s appointment comes just as the agency is updating its “Action Agenda,” its guiding document intended to serve as the roadmap to Puget Sound recovery.  First adopted in 2008, the action agenda outlines the agency’s priorities for the next two years.

 

The current 35-page outline of the draft action agenda covers a full range of issues that many policymakers have struggled with for years – issues such as salmon recovery, stormwater discharge, wastewater control, invasive species management and minimizing pollution from working farms.  The agency sites the following five areas as priorities: land development, shoreline alteration, built environment runoff, wastewater and loss of floodplain function.

 

A series of stakeholder workshops covering various aspects of the action agenda kicked off this month and will continue through the fall.  A draft of the revised action agenda should be available for public review by the end of the year and the Partnership’s Leadership Council is expected to enact a finalized version when it meets in February 2012.

WPPA Now Accepting Nominations for Port of the Year, Life Member, and Outstanding Service to the Industry Awards

Every autumn the Association takes time to reflect on those individuals and ports whose efforts deserve special recognition from their peers.

 

We have accomplished great things this past year, as individual ports and as a group, and there is much to be proud of.  Please take a few minutes to consider this opportunity to provide public recognition for some of those exceptional efforts. Nominations must be in the Association’s office by 5:00 p.m. on October 5 to be eligible for Executive Committee action.

 

Most of you are familiar with the Port of the Year Award and the Life Member Award.  In addition, in 1995, the Board of Trustees created the Outstanding Service to the Industry Award.

 

Port of the Year Award:

 

The WPPA Executive Committee is accepting nominations for the 2011 Port of the Year.   Begun in 1987, the Port of the Year Award is to recognize a member port that has demonstrated exceptional success in our industry.

 

The recipient will be awarded an individual plaque and the Port's name will be added to the plaque in the WPPA office. The award will be presented during the annual business meeting, November 19 at the Hotel Murano in Tacoma.

 

Nominations may be made by any port to either nominate itself or another member of WPPA.  Please limit the number of pages of the nomination letter to four. In your nomination letter, please explicitly describe the reasons for the nomination. It is not necessary to “generate” political support for a nomination. A statewide news release will be distributed immediately following the annual meeting highlighting the award.

 

Life Member Award:

 

The WPPA Executive Committee is also accepting nominations for Honorary Life Members.  As stipulated in the WPPA bylaws, “nomination for such membership shall be made by letter to the Executive Committee from a member port and shall state in detail the qualifications of the nominee for such membership.  The qualifications shall include the following criteria:  The individual must have served as an officer or committee chairman or employee of the association, and otherwise performed extraordinary service for port industry accomplishments.”

 

Honorary Life Members have full privileges of committee membership and participation in WPPA activities.

 

Outstanding Service to the Industry Award:

 

In 1995, the Executive Committee approved the establishment of the “Outstanding Service to the Port Industry” award.  The intent is to provide recognition to commissioners and staff, upon retirement or departure, who have provided “a significant and meaningful contribution to the success of a public port district or the public port industry at the local, national or international level.”

 

The Executive Committee will review all applications for Port of the Year, Life Membership, and Outstanding Service to the Industry nominations and forward its recommendations to the Board of Trustees.  The WPPA Board of Trustees will vote on the recommendation at its Annual Meeting on December 9, 2011 at the Hyatt Regency in Bellevue.

Leading a port is a difficult and complex task, requiring equal parts business acumen, people skills, and political savvy – usually before lunch.  In the rush of daily tasks, it’s difficult to find the time to gain new tools and strategies for your port’s success.  The WPPA Educational Foundation is an excellent opportunity for doing just that. 

 

The Foundation provides port directors and managers with scholarship funds for leadership programs.  You choose the program, the dates to attend, and the location, and the Foundation provides a portion of the cost. 

 

Randy Mueller, Director of Business Development at the Port of Ridgefield, received a foundation scholarship in 2009 and participated in the Executive Management Program at the University of Washington’s Evans School of Public Affairs. Randy said of his experience “This two week program was an immense value to me and the port, and the lessons learned and the overall experience were some of the best I have ever received in relation to my work here. I would highly recommend this program to any port manager, director, department heads, or anyone else who might benefit from the program content.”

 

We strongly encourage you to apply.  Please send your completed application and any supporting materials to the WPPA office by 5:00 p.m. on Wednesday, October 5th, 2011.  The WPPA Board will evaluate applications based on need, relevancy of the program to the port’s goals and the willingness of the port commission to provide matching resources.

With funding from NOAA's Marine Debris Program, the NOAA Restoration Center administers the Community-based Marine Debris Removal Grants competition. This funding supports locally driven, community-based marine debris removal projects that benefit coastal habitat, waterways, and wildlife including migratory fish. Proposed projects should have strong on-the-ground habitat components involving the removal of marine debris and derelict fishing gear, as well as activities that provide social benefits for people and their communities and long-term ecological habitat improvements. In August, Gov. Chris Gregoire announced appointments to the Washington Economic Development Commission (WEDC) shaped by bi-partisan legislation passed in 2011.

 

“Washington has historically been home to some of the greatest innovators who went on to develop successful companies like Starbucks, Microsoft and Boeing,” Gregoire said. “That innovative spirit – along with a strong business environment and an efficient regulatory process—is critical to our state’s economic success. This enhanced commission will ensure that our state continues to support our innovation industries, while encouraging new ideas, growth and opportunities.” 

 

The new law expands private sector and agency membership of the WEDC and calls for a strategic approach to fostering an innovation economy.  WEDC membership is now comprised of 15 private sector members drawn from business, labor, education, association, trade, ports and local economic development organizations; the agency directors of  Commerce, Transportation, Agriculture, Employment Security and Workforce Development Board; and, legislative leaders from the House and Senate.  

 

This new mix of appointees will diversify and strengthen private sector guidance on what the state can do to foster its ecosystem for innovation.  The legislation notes that success will come from public and private sector leaders who are committed to developing and advocating a shared vision and collaborating across organizational and geographic boundaries. After serving a two year term leading the WEDC strategy and policy development process, Bruce Kendall of Tacoma and president and chief executive officer of Tacoma-Pierce County Economic Development Board will transition chairmanship responsibilities to Roger Woodworth of Spokane, who is the vice-president and chief strategy officer at  Avista.  The appointed and statutory WEDC members are:

The Washington Public Ports Association has teamed up with the Northwest Marine Trade Association to produce the 2011 Northwest Marina and Boatyard Conference.  The conference will be held on November 9 and 10 at Maple Hall in La Conner, Washington.  Steve Mullin from Washington Roundtable and the new head of the Washington Tourism Alliance, Suzanne Fletcher, will headline this two-day event.

Next year Boeing will decide where to expand to accommodate production of its 737 MAX.  Currently, several industry stakeholders involved in the Washington Aerospace Partnership (WAP), including WPPA, are working to make sure Washington is in the best position. Governor Gregoire has also made it a top priority.  Accenture, a top management consulting firm, has been hired to assess our state’s competitive position.  The report is slated for completion next month.  

 

The WAP has tasked itself with expanding its coalition in an effort to convince elected and appointed decision makers in the state that they need to take whatever actions are necessary to address the ongoing needs of the aerospace industry and to make Washington the most competitive state in the nation for aerospace.  Its ultimate goal is to make aerospace a very high priority for elected, civic and community leaders across the state.

Port of Pasco Tri-Cities Airport Gets New Deputy Director

 

The Port of Pasco Tri-Cities Airport welcomes Donald "Buck" Taft as the new Airport Deputy Director. Mr. Taft joined the Airport on August 29, 2011.

 

Buck comes from McAllen, Texas where he was the Operations and Maintenance Manager with the McAllen-Miller International Airport.

 

"After an extensive nation-wide search for a new deputy director, I am very pleased that Mr. Taft accepted the position," said Ron Foraker, Director of the Tri-Cities Airport. "His more than ten years of experience in the aviation industry, evidenced by his professional successes running the daily operations and maintenance of the McAllen Airport during the last three years, will bring positive leadership and valued experience to assist in the projected growth and development at the Tri-Cities Airport."

 

Buck holds a Bachelor of Science degree in Aviation Management from Southern Illinois University at Carbondale. He has worked in airport operations at the Abraham Lincoln Capitol Airport, Ft. Lauderdale International Airport, and most recently the McAllen-Miller International Airport. He is an instrument rated private pilot, Certified Member with the American Association of Airport Executives (AAAE), and was serving on the Board of Directors with the South Central Chapter of AAAE.

 

 

Port of Anacortes Celebrated 3rd Annual Workboat Races and Pirate Faire

The Port of Anacortes recently played host once again to a growing event, the Anacortes Workboat Races and Pirate Faire. Now in its third year, this fun family event celebrating our community’s working waterfront continues to grow. This year, organizers added a kick-off dinner on Friday evening, August 26th, with proceeds benefitting a newly formed Seafarers Memorial Fund, honoring those in our community that have lost their lives while making their living on the water. Saturday, August 27th was expanded to include a full day of activities, including a classic car show, steam engine demonstrations, model boat displays, historic presentations, food vendors, merchants and other artisans, community non-profit organizations information booths, live musical entertainment, the Lands End bar with a signature beer from Anacortes Brewery “Rip Tide Ale”, the Anacortes Town Crier, Richard Riddell, a chowder head challenge for local restaurants, pirate contests with prizes galore, and of course, the races themselves!

 

 

Vessels competed in four classes determined by horsepower and speed on a one mile course in the Guemes Channel beginning and ending in front of the Port’s Historic Pier 1.

An estimated 1,300 people cheered on the racers from their vista on Pier 1 and Curtis Wharf. While waiting for the captains to moor their vessels and return, attendees were entertained with musical performances and pirate contests. This year’s winning Pirate King, hailing from the Oak Harbor Yacht Club Buccaneers, was Andy Barker, who “sailed in” complete with pirate ship! The Pirate Queen was Tara Tomasko of Anacortes, and the Youth Pirate AARRRR-Off winners were two very young ladies in pirate bandanas who charmed the crowd with their best “AARRR!” Successfully defending their chowder championship title, the Anacortes Elks Club narrowly edged its competition to repeat as Chowder Head Champion. The weekend concluded with a memorial service on Sunday, August 28th at Seafarers’ Memorial Park, marking the 35th Anniversary of the Seafarers’ Memorial.

 

 

RailAmerica Analyzes Potential for Coal/Bulk Terminal at Port of Grays Harbor

 

RailAmerica, the parent company of Puget Sound and Pacific Railroad, has begun a public discussion about the potential for a bulk facility at the Port of Grays Harbor Marine Terminal 3 in Hoquiam.

 

RailAmerica is in the early stages of evaluating the potential for a bulk terminal that would utilize the unique assets of the site – deep water and rail access. One of the primary cargoes would be coal as world demand for US coal has increased in the past few years.

 

“We are in the early stages of analysis and a key component is partnering with the community,” stated RailAmerica’s Gary Lewis. “This would be a relatively small project with a capacity of 5MM metric tons, annually, and the facility would be constructed utilizing state-of-the-art techniques and best practices to mitigate and eliminate environmental impacts.”

 

The estimated $45 million investment would create 160 construction jobs and result in 60 permanent jobs and more than 50 rail and longshore jobs.

 

Port of Grays Harbor Marine Terminal 3 is the 150-acre site RailAmerica is considering as a potential bulk cargo export terminal.

 

 

Port of Everett Contracts with Midwest Representative to Increase Shipping  

 

In August, the Port of Everett contracted with Interocean Steamship Corporation, represented by Jim Bavaro, to serve as the Port’s Midwest Agent to help facilitate and generate additional cargo opportunities.

 

Interocean Steamship Corporation, based San Rafael, California specializes in the movement of high and heavy cargo.  Jim, based in Chicago, Illinois, has more than 17 years in the shipping industry, and brings extensive knowledge of container, barge, Ro-Ro, and lift-on/lift-off sales in the Australia, New Zealand, Far East and Puerto Rico trades.

 

“As a specialist in breakbulk and over-dimensional cargo, I am pleased to be able to offer support to the Port of Everett’s customer needs in the Midwest,” Bavaro said. “Our flexible and global services will be an additional asset to the Port and its customers.”

 

Bavaro is skilled in freight forwarding services, and has represented major carriers, such as Russian owned Far Eastern Shipping Company (FESCO), Trailer Bridge and U.S. Lines. FESCO is one of the Port of Everett’s long term liner service operators.  Eastern Car Liner and Westwood Shipping Lines also offer regular liner service between Asia and Everett.

 

“A large part of our cargo mix is heavy equipment exports that originate from the Midwest,” said Carl Wollebek, Chief Operating Officer for the Port of Everett. “Having a presence in the Midwest will allow us to maximize our market exposure and better communicate the advantages of moving cargo through the Port of Everett.”

 

Interocean began representing the Port on August 15, 2011.

 

Port of Olympia Welcomes New Staff in Engineering, Environment

 

Ed Galligan, Executive Director, is pleased to announce the addition of Bill Helbig, Senior Project Manager, and Alex Smith, Senior Environmental Program Manager and Environmental Legal Counsel, to the Port of Olympia’s management team.  Both report to Rick Anderson, Engineering Director.

 

Helbig, a Washington State University School of Engineering graduate, is a registered Professional Civil Engineer with over 22 years of experience in planning, implementation, design and construction of civil and environmental engineering projects. He also provides the Port with over 8 years of experience in program and project management of municipal capital projects, capital facilities plans, utility systems, roadway systems and other public facilities. Helbig comes to the Port from the City of Auburn. Prior to Auburn, he worked as an engineering consultant for city, county, state and port clients.


A University of Washington School of Law graduate, Smith’s career of more than 20 years in environmental law has focused on improving the economic and environmental health of our region. She has represented ports on environmental regulatory issues and cleanups, and the Washington state departments of Natural Resources and Ecology as an Assistant Attorney General. Smith is a member of the Washington Public Ports Association’s legal and environmental committees and she recently served on the State’s Model Toxics Control Act/Sediment Management Standards rule revision advisory committee.  

 

 

Port of Camas-Washougal Receives State Grant To Digitize Records

 

The Port of Camas-Washougal  announced it is a recipient of a Washington State grant to digitize all commission meeting minutes and resolutions from 1935 to 2010.

 

The port was one of 33 agencies around the state chosen to receive a grant from the Office of the Secretary of State, Division of Archives and Records Management on August 9. The $6,250 grant includes the digitizing of port meeting minutes and resolutions since the port was formed in 1935. Over two years, the digital archives project will digitize the documents and make them available for anyone in the public to review. The project is expected to be complete on May 31, 2013.

 

According to Kim Noah, port finance director and auditor, "the port actively sought the grant monies and is pleased that out of 104 applications, we were chosen. It's possible that this might reduce the number of public records requests since one of the features of the state system enables keyword searches allowing people to find very specific information in the records."

"We're proud that Washington State is proactive in its effort to preserve an electronic history of state archives," said David Ripp, port executive director.  "This project will allow the port to ensure public access to our records and preserve the accountability and open government that citizens expect. 

 

 

New Airport Construction Project Begins as the Port of Friday Harbor

 

Construction is underway at Friday Harbor Airport on a project to install a new emergency generator and electric vault along with other electric system improvements.  The contractor, Award Construction Inc., will also perform upgrades to the airport’s pedestrian and vehicle gates. 

 

This project is funded by a $1.3 million grant from the Federal Aviation Administration.  The FAA’s Airport Improvement Program provides for planning and development of public use airports, and is financed by user fees, aviation fuel taxes and other revenue sources.  Friday Harbor Airport is eligible to receive $1 million each year from this program because the airport serves more than 10,000 passengers boarding commercial aircraft each year. The Port has approximately $3 million “banked” for future construction.

 

Washington State’s Department of Transportation awarded the Port a grant of $33,000 to cover half of the local match required for the FAA grant.  

 

Other projects to be completed with these grant funds include engineering design for the rebuild of the parallel taxiway and replacement of airfield lights and signs.  This work is expected to take place in 2012. 

 

Port Director Marilyn O’Connor explained, “It’s crucial that the Port use this funding source for long-term investments in our airport.  We’ve had access to FAA grants for the past 25 years, but we don’t know what the future will bring.  We want to focus on projects that will improve and prolong the life of this important facility.”

 

Friday Harbor Airport has about 55,000 operations each year, making it the 12th busiest airport in Washington State.  The Port of Friday Harbor has owned and operated the airport since 1984.
