NEW REQUIREMENT FOR PORTS: ALTERNATIVE FUEL VEHICLE BIDS

In 2007, the WA state legislature adopted RCW 43.19.648, which requires all local governments -- including Port Districts -- to convert vehicle fleets to electricity or biofuel. 

Effective June 1, 2018, all local governments (even those without reporting requirements) are required to either shift fuel usage for operating publicly owned new vessels, vehicles and construction equipment to electric or biofuel, OR, file paperwork noting that prior to procurement, the lifecycle cost was weighed, and it was found inefficient to replace vehicles with electric or biofuel models. Local governments can elect to exclude police, fire, and other emergency response vehicles.
